Taras Mikhalik gave Dynamo Kiev the lead in the fifth minute. Dejan Stankovic equalized in the 35th, but Lucio's own-goal five minutes later gave the visitors a 2-1 halftime lead.
Walter Samuel equalised again for the Italian champions with a header in the 47th, but Inter failed to build on its momentum and spent the last few minutes with defender Marco Materazzi and midfielder Patrick Viera playing as emergency strikers.
Inter is last in Group F with three points, one behind Dynamo Kiev, Barcelona and Rubin Kazan.
"I didn't expect to only have three points at this stage,'' Inter coach Jose Mourinho said.
"Obviously, I expected more than three points. But in football the difference between winning and drawing is small. In this group there are another nine points to play for, and we will prepare properly for the matches as we are fully capable of winning all of them.
"I expect a little bit more, we aren't at 100 percent in this competition. We have another three matches and we'll see how they go.''
